Since last November, the Liberal Arts Division at the Alexandria Campus has been hosting and providing support for the research of Fulbright Scholar, Dr. Vache Kalashyan. Kalashyan is a professor from the Republic of Armenia. As a member of the National Civil Service Council of Armenia, he has been interviewing local, state and federal agencies to gather ideas about best practices for implementing ethical and anti-corruption standards in his country.
While conducting research here, Kalashyan also negotiated a memorandum of understanding (MOU) between the National Academy of Public Administration (NAPA), a nonprofit corporation, chartered by the United States Congress, and the Civil Service Council of the Republic of Armenia. On March 23, the MOU was signed by the NAPA President and Chief Executive Officer Teresa W. Gerton and Kalashyan, on behalf of the Civil Service Council.
In the MOU, parties express their common understanding regarding the major issues surrounding official corruption and discuss the possibility of developing projects to address those issues with the help of appropriate United States or international funding sources. Both sides express their willingness to develop proposals for work within the Republic of Armenia that will be intended to implement the principles of transparency, accountability and the rule of law.
In recognition of successful work while at NOVA, the Liberal Arts Division honored Kalashyan as its guest at a reception in the Division Office.
