Virginia关于国外驾照是这么规定的：
If you are age 18 or older and you hold a valid driver’s license issued by a country other than Canada, France, Germany, South Korea, or Taiwan, you must pass the two-part knowledge exam, road skills test and a vision screening. However, you may not be required to show proof of successful completion of driver education or hold a learner’s permit for 60 days.

也就是，有中国（台湾例外）驾照的，若要在本州开车，仍然必须通过笔试、路考和视力测试。当然，通过这三项以后，自然就有资格获得本州的驾照了。
但是，在你在本州的最初60天之内，可能不要求你出示这些考试通过的结果。若你持中国驾照，要有英文翻译。至于英文翻译必须出自什么公司或什么官方部门才有效，没有规定。
另外，所谓中国来的公正驾照、国际驾照，大多是谬言传说。
