Update: Excess Leave Carryover

Earlier this month, DHRM provided guidance to state agencies on Policy 4.10 – Annual Leave Usage and Carryover. An exception has been granted to eligible employees for the use of leave carryover. At NOVA, eligible employees include those on the “old leave plan”–i.e., all classified staff (regardless of hire date) as well as 12-month faculty hired before Jan. 1, 2007. Employees eligible to carryover leave will have until July 9, 2022 to exhaust excess leave balances. The Leave Carry Over Request Form 21-22 must be completed and approved in order to receive this exception. 

The “new leave plan” only applies to presidents, administrative/professional faculty and 12-month teaching faculty hired after Jan. 1, 2007 (not classified staff). Unfortunately, those faculty on the new plan were not granted an exception by the VCCS, which is the authority on related faculty leave policies. Therefore, those faculty in the new plan will need to exhaust excess annual leave by January 9, 2022, at which time excess annual leave balances will be removed. This is the final guidance, as every effort has been made to request an exception for those in the new plan. We apologize for any confusion surrounding guidance received or implied prior to this notification. 

If you are in the old leave plan and interested in carrying over your excess leave balance, please complete the Leave Carry Over Request Form 21-22 and return it to DataOps@nvcc.edu by December 17, 2021.

You are encouraged to manage your leave balances throughout the year by planning time off to balance work and life. We anticipate this will be the last exception granted by DHRM, and NOVA will align its practices accordingly.
