Open Periods for Submitting Specific Compensation Actions
Effective July 1, 2022, NOVA HR will designate two open periods for managers to submit requests for employee actions for processing to include role code changes and in-band adjustments. Moving forward, these open periods will define the processing cycles for HR.
Rationale for Change:
- Align NOVA HR compensation and classification guidelines with VCCS guidelines to streamline the compensation process, making it more efficient. In 2019, DHRM expanded the Classification and Compensation policy to remove pay increase restrictions that forced managers to submit role changes and in-band adjustments as a work-around to getting employees proper pay. With these restrictions lifted, the requests should be fewer and defensible.
- Manage the requests for reassignments, role changes, and in-band adjustments.
- Allow managers an opportunity to witness the demonstrated abilities of employees before rewarding them with pay increases.
- Allow managers to organize pay decisions and assignment decisions more thoughtfully and proactively. This includes collaborating with HR Consultants to ensure staffing needs are aligned with business needs, particularly recognizing the importance of succession planning.
- Two Open Periods for Submitting Requests:
- Fall – September 1 through October 31. Changes go into effect with the January 10 pay period.
- Spring – March 1 through April 30. Changes go into effect with the July 10 pay period.
NOTE: Notice of Vacancy (NOVs), Competitive Salary Offers, EWP Updates Only and Temporary/Acting requests will continue to be accepted and processed throughout the year as needed.
