Strengthening Security: The Importance of Identity Verification

In February 2024, the Virginia Community College System (VCCS) implemented an identity verification process in response to rising concerns about fraudulent admissions applications and suspicious activity across all VCCS colleges. This new measure is a proactive step to safeguard our institution.

Key Types of Fraud Identified
Three main types of fraud have been observed:

1. Admissions Application Fraud: This involves creating an account using false personal information.
2. Enrollment Fraud: This refers to enrolling in courses with no intention of attending.
3. Financial Aid Fraud: This includes fraudulent attempts to receive federal, state or local financial aid funds after submitting a false admissions application and enrolling in courses the student does not intend to complete.

These fraudulent activities can have serious consequences for both the institution and its resources if not promptly detected and reported.

How the Identity Verification Process Helps
The identity verification process aims to identify and prevent these types of fraud. By flagging suspicious applications based on predefined criteria, the process ensures that each admissions application is thoroughly investigated for legitimacy.

What New and Readmitted Students Need to Know
All new VCCS applicants and readmitted students are required to verify their identity as part of the admissions process. To do this, students must:

• have access to a computer or mobile device with a camera to take a real-time photo of themselves (i.e., a Liveness Check);
• upload an unexpired, government-issued photo ID. Accepted documents include a:
  • U.S. passport or passport card (showing signature, front cover and photo page);
  • state-issued driver’s license or ID card (both front and back);
  • U.S. permanent resident card;
  • foreign passport with a U.S. visa.

Why Identity Verification Matters
Since its introduction, the identity verification process—supported by advanced technology and dedicated staff—has successfully detected suspicious patterns and helped deter fraudulent activity. However, some students may still need assistance with the process. In these cases, students must contact the ID Verify team via email at idverify@nvcc.edu.

Faculty and Staff: Your Role in Fighting Fraud
Faculty and staff are critical partners in the effort to prevent and detect fraud. Fraudsters may attempt to bypass the system by contacting various departments to find weaknesses. If you encounter a student experiencing issues with identity verification or notice any suspicious activity, please report it immediately to the ID Verify team at idverify@nvcc.edu.

Your prompt action is essential in preventing further fraudulent actions. In particular, if you suspect that a student is a victim of identity theft, encourage them to:

1. file a police report.
2. contact the ID Verify team at idverify@nvcc.edu for further guidance.
3. obtain a credit report and place a fraud alert.
